Über NORA

NORA - Norwegian Artificial Intelligence Research Consortium

Simula is a partner of NORA, the Norwegian Artificial Intelligence Research Consortium. This program aims to strengthen Norwegian research, education, and innovation in the fields of artificial intelligence, machine learning, and robotics, as well as other related areas that support the development of AI applications.

Together with HIDA, NORA coordinates the Norway Mobility Programme, which offers PhD candidates and postdoctoral researchers from the Helmholtz Association and NORA partner institutions the opportunity to undertake a research stay.

Simula is a Norwegian research institute known for its modern, open structure and close ties to universities and public institutions. As an independent, publicly funded organization, Simula offers a dynamic environment for scientific excellence and international collaboration. Visiting researchers are invited to take part in interdisciplinary projects, work with real-world data, and help shape emerging technologies — for example, in areas such as health IT, energy informatics, or digital infrastructure.

Simula employs approximately 200 researchers. The institute maintains strong academic ties to institutions such as the University of Oslo, OsloMet, and the University of Bergen.

Simula operates in 3 locations in Norway.

Two of which are in Oslo, at the Simula headquarters in Tullinløkka and SimulaMet in Bislett, as well as Simula UiB in Bergen.  

Simlua’s Expertise in Data Science & AI

Simula combines data-driven foundational research with real-world technology development – from algorithm design and analytics platforms to secure digital infrastructures. The institute works at the intersection of technical innovation and societal responsibility. As part of the Norway Mobility Programme, Simula offers PhD candidates and postdoctoral researchers from the Helmholtz Association opportunities to engage in the following fields:

  • Machine Learning and Algorithmic Optimization
    • Development of scalable, robust models for analysing complex datasets – in health, education, or industrial domains.
  • AI for Sustainable Infrastructure
    • Research on intelligent network architectures, energy-efficient systems, and resilient digital infrastructure in urban contexts.
  • Trustworthy and Transparent AI
    • Explainable models, fairness assessments, and safety audits – especially for use in education, governance, and the public sector.
  • Biomedical Data Analysis and Simulation
    • Analysis of large-scale biological and medical datasets – supporting cellular modelling and personalised treatment design.
  • Digital Learning and Intelligent Educational Systems
    • AI-based learning analytics, adaptive learning environments, and data protection in digital education.
  • Cybersecurity and Trustworthy
    • AI Systems Research on protecting digital infrastructure from attacks, failures, and manipulation – including AI-assisted threat detection.

The selection of candidates for the scholarship is primarily based on the applicant’s motivation, the quality and originality of the project, and the overall feasibility within the proposed research stay. In addition, a clear connection to the field of Information & Data Science and added value for the Helmholtz Association’s research portfolio must be evident. The final decision on funding will be made in coordination with the respective Helmholtz Centers.

Please note that the program is open to doctoral researchers and postdocs with an employment contract at a Helmholtz Center, as well as Helmholtz-affiliated doctoral researchers and postdocs. If you are affiliated with a Helmholtz Center but employed elsewhere, please contact us before submitting your application.

As part of this exchange, HIDA acts as a liaison between hosts and participants and covers travel and material costs for Helmholtz participants. For specific questions regarding contractual and employment matters, please contact the program officers at your Helmholtz Center or the host institution.
