NORA - Norwegian Artificial Intelligence Research Consortium
The University of Bergen is a partner of NORA, the Norwegian Artificial Intelligence Research Consortium. This program aims to strengthen Norwegian research, education, and innovation in the fields of artificial intelligence, machine learning, and robotics, as well as other related areas that support the development of AI applications.
Together with HIDA, NORA coordinates the Norway Mobility Programme, which offers PhD candidates and postdoctoral researchers from the Helmholtz Association and NORA partner institutions the opportunity to undertake a research stay.

At the University of Bergen, data-driven research plays a key role in addressing complex societal challenges through interdisciplinary collaboration. Researchers combine technological innovation with deep domain knowledge from the natural and social sciences, law, medicine, and the humanities — with a strong emphasis on ethical responsibility, transparency, and societal impact in the development of AI and digital technologies.
As part of the Norway Mobility Programme, UiB offers international PhD candidates and postdoctoral researchers the opportunity to contribute to cutting-edge projects in the following fields:
- Machine Learning and Data Science
- Development of robust, explainable, and scalable models for data analysis across domains such as climate, health, law, and language.
- Natural Language Processing and Digital Textualities
- Research on linguistic data, corpus analysis, low-resource language models, and the societal implications of language technologies.
- AI in Health and Biomedical Research
- Applications of machine learning and data analytics to medical diagnostics, epidemiology, and health service research — with a focus on fairness and privacy.
- Digital Infrastructure and Algorithmic Governance
- Critical analysis of data infrastructures, automated decision-making, and the governance of digital systems in public and legal contexts.

- Interdisciplinary approaches to questions of bias, transparency, accountability, and the legal frameworks surrounding AI development and deployment.

- Collaborative research at the interface of computer science, environmental studies, economics, and the humanities, tackling real-world problems through shared data-driven methodologies.

The selection of candidates for the scholarship is primarily based on the applicant’s motivation, the quality and originality of the project, and the overall feasibility within the proposed research stay. In addition, a clear connection to the field of Information & Data Science and added value for the Helmholtz Association’s research portfolio must be evident. The final decision on funding will be made in coordination with the respective Helmholtz Centers.
Please note that the program is open to doctoral researchers and postdocs with an employment contract at a Helmholtz Center, as well as Helmholtz-affiliated doctoral researchers and postdocs. If you are affiliated with a Helmholtz Center but employed elsewhere, please contact us before submitting your application.
As part of this exchange, HIDA acts as a liaison between hosts and participants and covers travel and material costs for Helmholtz participants. For specific questions regarding contractual and employment matters, please contact the program officers at your Helmholtz Center or the host institution.
